SUSTAINABLE ENERGY DEVELOPMENT OF IVANO-FRANKIVSK – PLAN OF ACIONS

Abstract

Sustainable energy action plan (SEAP) for Ivano-Frankivsk city is the primary strategic document that demonstrates how the municipality plans to decrease the greenhouse gases emissions till 2020 influencing in such a way
the global warming. This document stands on the results of baseline emissions inventory for 2010 year in order to assess the total emissions volume and identify the possibilities for measures implementation aimed on reaching the planned CO2 emissions reductions at the local level. SEAP contains specific measures, oriented towards decrease of emissions and also time frames and responsibility distributions, showing transfer from long-term strategy to specific actions. Main tasks of SEAP are the following: transition of municipal economy towards energy-saving development trend with provision of energy demands of consumers; effective utilization of energy resources during their production, processing, transportation, storage and usage; utilization of alternative energy sources; accurate, reliable and unified measurement and accounting of energy resources provided and consumed; development and application of energy-efficient technologies, equipment, materials, devices for accounting and controlling; reduction of fossil fuels usage; stimulations measures for energy- and resource-saving; energy-saving promotion; reduction of environmental impact.
In order to gain the strategic goals and provide a good example for other stakeholders the municipal principals decided to focus the SEAP on municipal funded sector represented by educational institutions and infrastructure companies. Calculations for the proposed in SEAP measures showed that in 2020 annual CO2 emissions will be reduced by 168 412,38 tons which is 20,4% of baseline emissions.
