Abstract

The problems revealed due to the difference in gas accounting units in Ukraine and in Europe are highlighted. Considering the fact that gas from Europe goes to the customs border of Ukraine in units of energy, it needs to be converted to volume units. Different approaches to accounting for gas create certain inconveniences and the possibility of data errors regarding its volume. Abroad, this issue is regulated at the legislative level by the adoption of a number of Directives of the European Union. In order to introduce the European experience of gas accounting in Ukraine, appropriate legal acts have been adopted, which regulate the relations of gas market subjects and pricing procedures on it, and make it possible to use volume and energy units to measure the amount of gas. The issue of transition to accounting for gas in energy units in Ukraine is fixed at the legislative level by the adoption of a number of laws. Using the example of one of the underground gas storage facilities of JSC "Ukrtransgaz", the developed method of calculating the volume of injected and extracted gas in energy units is presented. The technological process of extraction and injection from/to underground gas storage facilities (UGSF) was analyzed. The results of calculations of physical and chemical parameters of natural gas during gas injection and withdrawal at PSG along approved routes have been systematized. The dynamics of the content of homologues of methane, nitrogen and carbon dioxide, the dynamics of the energy of injected and extracted gas and the content of methane in its composition for the period from 2019 to 2023 are given. The volume of injected and withdrawn gas to/from PSG in energy units was calculated and their comparison was made. It has been established that if gas of different calorific value, which depends on the source of its supply, is pumped into UGSF, consumers are supplied with gas of appropriate quality, which is achieved owing to gas purification and drying systems. Based on the calculations, an objective assessment of possible complications during the transition to accounting for gas in energy units was made.
